Relations between Germany and Russia have come under strain, just days before German Chancellor Angela Merkel and Russian President Vladimir Putin are set to meet. The tensions center on the fatal shooting in Berlin of the former Chechen rebel commander Zelimkhan Khangonshvili. German prosecutors say that they have “sufficient evidence” Russian intelligence is involved, and Berlin has expelled two Russian diplomats in response.
